Background

Road safety is important locally, nationally, and internationally. Motor vehicle collisions are the leading cause of death and disability in many jurisdictions, and result in significant economic costs, pain and suffering, and life-altering consequences. Over the last 10 years, Winnipeg has seen an annual average of 13 fatal collisions and 145 collisions resulting in serious injuries. Background

Motor vehicle collisions are the leading cause of death and disability in many jurisdictions, and result in significant economic costs, pain and suffering, and life-altering consequences. Over the last 10 years, Winnipeg has seen an annual average of 13 fatal collisions and 145 collisions resulting in serious injuries. In fact, while fatal collisions have decreased year over year, the number of injury-causing collisions has increased over the last 20 years. Serious injuries and deaths on the road are preventable – and Winnipeggers are in the midst of a cultural shift to a mindset wherein such incidents are no longer tolerated.

The Winnipeg Road Safety Strategic Action Plan will serve as a roadmap for implementing both short-term solutions and long-term investments over the next 3-5 years and beyond in a coordinated and focused manner, to ensure the City is doing its part in preventing serious injury and death on our roads.

As part of the action plan, we will:

  • Conduct a gap assessment of the current state of road safety in Winnipeg;
  • Confirm the long-term vision and define focus areas;
  • Develop an implementable action plan that can achieve the road safety vision and synergize with other City policies, priorities, and mandates;
  • Identify resources, establish working groups, and develop a monitoring and evaluation; and framework that will ensure the action plan is sustainable and implementable.

The project team will build the plan based on what we hear through both conversations with road safety stakeholders and a variety of public engagement sessions, as well as an in-depth statistical and analytical review.

The Provincial Act that governs the City of Winnipeg is the City of Winnipeg Charter. The next level of planning document is OurWinnipeg, which is the overarching city-wide plan that guides the City's actions. From there, Complete Communities and the Transportation Master Plan are city-wide policies and plans. The Road Safety Strategic Action Plan is the implementation tool in this project. The external companion strategy from the Province is the Manitoba Road Safety Plan (2017-2020).

This action plan builds on our past efforts and the greater Road to Zero: Manitoba Road Safety Plan 2017-2020 and will identify opportunities to work with our partners to develop multidisciplinary approaches to make our roads safer through the lenses of planning, infrastructure, enforcement and education. Moving forward, the action plan will inform and support larger strategic efforts, including the Transportation Master Plan, helping us plan for the next phase of road safety efforts in Winnipeg.

  • Winnipeg Road Safety Strategic Plan Adopted by Council

    On July 21, 2022, Council approved the Winnipeg Road Safety Strategic Action Plan, which will serve as a roadmap for implementing both short-term solutions and long-term investments to ensure the City is doing its part in preventing serious injury and death on our roads.

    Thank you to the stakeholders, partners, and the general public for their input that helped shape the plan.

    The plan consists of 67 actions to help Winnipeg reach its goal of a 20 percent reduction in fatal and serious injury collisions over the next five years, with a long-term vision of a transportation system that allows people of all ages and abilities to safely move around without experiencing death or serious injury.

    We will update you with next steps for implementation in the coming months.

  • Public engagement report and Winnipeg Road Safety Strategic Action Plan now available

    The Phase 3 public engagement report, summary, and appendices are now available and provide an overview of the feedback collected for the project.

    The Winnipeg Road Safety Strategic Action Plan will be considered by the Standing Policy Committee on Infrastructure and Public Works on July 5, 2022. If you would like to appear as a delegation, please contact the City Clerk's Department by noon on July 4, 2022.


  • October 1, 2021 - Phase 3 Engagement Update

    Thank you to all who participated in Phase 3 of the Winnipeg Road Safety Strategic Action Plan public engagement. Phase 3 included four pop-up events on September 11, 14, 18 and 23, 2021, and an online survey from September 7-30, 2021.

    During this period, a total of 246 surveys were completed and there were approximately 114 pop-up interactions.

    The project team is now reviewing the feedback received to ensure your views and priorities on the various road safety draft focus areas and actions are considered and reflected in the plan. All the public engagement feedback will be compiled and a summary of the engagement process will be posted online in late 2021. A draft Winnipeg Road Safety Strategic Action Plan is scheduled to be presented to City Council later this year.

The use of face masks at in-person events is highly recommended. If an event is moved indoors due to poor weather, a limited supply of single-use masks will be made available to those without one and gathering sizes will be limited. Please self-screen prior to attending, stay home if you are ill, and wash or sanitize your hands.

  • January 2021 - Phase 1 public engagement report

    Your feedback helped us to better understand areas of concern and potential opportunities for road safety improvements.

    The public engagement summary and report are now available and provides an overview of the feedback collected for the project so far. Please visit the Document Library on the project page to view these documents.

    Public input, combined with the findings from the technical process and collision data analysis, is being used to create the Gap Analysis and inform Phase 2 of the project, during which the project team will develop the vision for road safety and identify key focus areas for the Winnipeg Road Safety Strategic Action Plan.

    In Phase 3, the project team will develop the strategies and actions to make Winnipeg’s roads safer. These will be shared with stakeholders and the public to obtain further feedback. The information gathered will help shape the final Strategic Action Plan recommendations, to be presented to Council for their consideration in Summer 2021.

    Thank you to all who attended a virtual event, joined us at a pop-up, hosted their own discussion, or submitted feedback online. A total of 802 surveys were completed, there were 165 pop-up interactions, and 24 virtual event attendees.

    The project team is now reviewing the feedback received and analyzing to ensure your views and vision for road safety are reflected in the draft priority actions. We will contact project subscribers and stakeholders once a public engagement summary is available.

    Work on the Road Safety Strategic Action Plan is underway. We want to hear your perceptions of road safety, about your experience as a road user (pedestrian, cyclist or motorist), and how we can improve the safety of Winnipeg roads.

    Our public engagement goals for this project are to:

    • Understand Winnipeggers perception of road safety issues and their vision for safer roads;
    • Understand road safety issues from the perspectives of all road users (pedestrians; cyclists; and motorists);
    • Gather input from Winnipeggers on improvements to the road network, road safety enhancements or innovations, and road safety education;
    • Gather input from Winnipeggers on their priorities for road safety investments and;
    • Communicate how public input was used to help shape the Road Safety Strategies and Action Plan.
